This alarm signals that the lower order network connection is unavailable due
to faults in the serving higher order path and/or section layers.
These faults are indicated by the reception of the alarm indication signal at the
lower order path layer.

One or more faults in the serving higher order path and/or section layers
(VC-4, or STM-1 Multiplex Section for example) in this or upstream network
elements, the effect of which could not be circumvented via protection.
When there is an unprotected lower order VC, select an alternative VC-4 as the
server layer for the lower order VC.
When there is a protected lower order VC, check for external switch commands
locking the protection switch to a failed link connection.
