The 2 Mbit/s extension board is defective.

The red "Fault" LED is lit.
The on board self-test circuitry indicates that an essential function of the unit
fails.
Replace the 2 Mbit/s extension board.
As 1643 AM and 1643 AMS systems do not support hardware protection,
E12XcEQF, and E12XcUPF are always reported simultaneously as a reminder
that a hardware failure is service affecting.
