UDR: UDRE Acceptance Threshold

$PASHS,RTC,UDR,d1
This commands sets the UDRE acceptance threshold where d1 is 0, 1, 2, or 3. All
RTCM corrections with UDRE flags equal to or less than the threshold are accepted.
All incoming RTCM corrections are checked against the UDRE flag before they are
incorporated into the navigation solution.
