Address object reference count always increase
Condition:
8. Add a address object
9. Policy route, IPSec policy and outbound SNAT can use this address object

increasing

Symptom:
Sometimes SSLVPN gateway can't assign IP address to client even if it still has IP
addresses to assign
Condition:
1. Create SSLVPN rule and Assign IP Pool is 192.168.100.1~192.168.100.2.
2. The first user login SSLVPN and get an IP address-192.168.100.1.
3. The second user login SSLVPN failed because SSL VPN gateway does not has
assignable IP. Why? It has 192.168.100.2 to assign.
4. It doesn't duplicate easy.
5. And the error message grammar is wrong. It should be "SSL VPN gateway does not
have assignable IP"
