1. System--Date/Time. Change Time Zone and set time manually. Don't use
NTP.(ex:GMT+8,00:00:00-2008/07/08)
2. Reboot.
3. The time will show GMT+8,08:00:00-2008/07/08
4. If you set another Time Zone, the device will apply the +/- hours on system time after
reboot.
5. You can reproduce it with default configuration file.

Condition:
1. Configure to get the system time from NTP server
2. Configure time zone setting to non-GMT-0
3. Configure Daylight Saving
4. Unplug all WAN ports after applying step 1~3
