Activate Address Setting Mode for DU (H5/A7)

This function can be used by commissioning / service technicians to activate the address
setting mode
A specific unit or all units connected to one FDCIE can be activated for address setting.
Note: The units should be in operation and in quiescent condition, i.e. the units should have
already an address.
