inverter detects the frequency during the period of tracking the speed.
For big inertia load, lengthening the speed tracking stability time
properly can reduce the instant impact current while speed tracking starting.

0：All the parameters changeable
inquiry, any other parameters can be changed（please attention: some
parameters only can be changed in the stop state, some parameters can
not be changed in any circumstance）.
1: Only keyboard number given parameter changeable
