approaches the point to trigger Automatic
Power Reduction (APR). Although the
alarmed condition is NSA, the required
trouble-clearing actions to clear the alarm
can disrupt traffic.

This alarm is caused by the blade being set
at the factory defaults or by the user
sending an incorrect shelf provisioning
command.

Suggested Corrective Action
1. If the blade is set to factory defaults in a new turn-up,
initiate a WARM reset to make this blade the Main
blade.
2. For a tributary blade in a new turn-up, change the
shelf type to TRIB.
