Overflow and Underflow
When counter value exceeds the counter boundaries, the Under_Flow (0x6000:04)
or Over_Flow (0x6000:05) will be set to "1" correspondingly.
The figure below shows an example of overflow/underflow behavior under Pulse/Dir.
Mode, the same behavior also applies for other Encoder Modes.
