2.2.28 RTKRESET

Reset the RTK filter
Platform: OEM729, OEM719, OEM7700
This command resets the RTK filter and causes the AdVanceRTK filter to undergo a complete
reset, forcing the system to restart the ambiguity resolution calculations.
