The Admin/Oper State output field indicates whether or not the queue is up. In the
first example that follows, the queue within the service package has been created
successfully, but it has not come up on the line. The line is in state quemisCfg
because there is a conflicting class and the queue is improperly configured. In
such cases, the Versalar 15000 has run out of available queues.

In the case of multiple queues, the
the fourth queue on the line is not configured properly. If so, the T1 line attempts
to get only three queues and not four. Thus, if the state of the line is up, the T1 line
gets all 3 queues. By contrast, if the configuration is incorrect and you attempt to
use more queues than the access card can distribute, the T1 line enters a queue
misconfigured state.
