Functionality
The function compares the integer inputs INT_IN1 and INT_IN2 and activates the
binary output OUTPUT, if INT_IN1 is greater than INT_IN2.
If INT_IN1 > INT_IN2, OUTPUT = 1, else OUTPUT = 0.
