The spinning reserve for subnetwork z RCV_SR_POW
RCV_LS_POW2 provided spinning reserve status is active for corresponding
electrical area. If both power source 1 and power source 2 are in same subnetwork,
is the sum of RCV_LS_POW1 and RCV_LS_POW2.
