Power monitoring

This module calculates the available power and active power of the power source. It
also calculates the governor mode of the generator.
The units of the POWER and MAX_POWER inputs can be W, kW or MW. This module
converts the units of the POWER and MAX_POWER inputs in kW as the Power
convention setting.
The POWER and MAX_POWER inputs must have the same unit.
