If PEER_SR_STS is TRUE, the spinning reserve of the adjacent electrical area is
provided by PEER_SP_RSV output. If PEER_SR_STS is FALSE, the
PEER_SP_RSV output is zero.
If PEER_MS_STS is TRUE, the must-shedding power of the adjacent electrical area
is provided by PEER_MUST_LS output. If the PEER_MS_STS is FALSE, the
PEER_MUST_LS output is zero.
Once PEER_MS_STS is TRUE, PEER_MUST_LS is on hold until the subnetwork is
reset. The PEER_MUST_LS is reset with activation of LS_RESET signal for
corresponding subnetwork.
