You can configure the IP VRRP action to manually preempt the hold-down state.
Procedure
1. At the ACLI command prompt, enter the command ip vrrp <VRID> action
2. Review the command output for errors.
Investigating VLAN operation
About this task
If the critical IP feature is enabled and the critical IP address is set to one of the local L3 VLANs
IP, verify that the corresponding VLAN is up.
Procedure
1. At the ACLI command prompt, enter the command show vlan to view VLAN
2. Review the command output to determine whether or not the VLAN is up.

Preempt mode is not working

The preempt mode setting as directed in RFC 3768 is not supported.
The device will always work with the default preempt behavior.
The default preempt setting is 'True', which means that an existing Master will always be
preempted by a new, higher priority or higher IP address router.

• the VR is not in a holddown state.
• the corresponding VLAN is up
