VR is stuck in initialize state work flow

You can use the following work flow to help determine the solution for a VR that is stuck in
initialize state.

Configure device for master or backup

If a Virtual Router (VR) is stuck in the initialize state, you must set the VR as either master or
backup under VRRP.
