<hex base address> is the base address of the
CI RAM area in C language hexadecimal notation.
<number of blocks> is the size of the CI RAM
area (in blocks of 4 kilobytes) in decimal.
Purpose:
Return a listing of used and unused CI memory
area blocks.

where <bJ> is a Boolean value that indicates
whether the Jth block is unused (0) or used (1). L is
the number of blocks of 4 kilobytes in the CI global
memory area.
