j=G.703 Loss of Signal alarm
k=Reference alarm
l=Tx Clock Alarm

Value of each mask:
0 = unmasked
1 = masked
Note - For argument g: If G.703 CEX FAST option is not installed,
or Tx clock is not Internal, only 1=masked is allowed.
