RFC 2833 Support

DTMF Transport Type can be set to use RFC 2833 through configuration or
dynamically through MEGACO commands.
Note:
RFC 2833 negotiation behavior is define by the value of bit 2 (value 4) of the
MEGACO profiling parameter MGCPCompatibilityProfile. If this bit is not specified, the
TP-1610 uses the default value detailed below. RCF 2833 is used only if both sides of
the call agree upon it.
