The format of the 0x1003 block is as follows (read block from the module):

When the module passes one of these blocks to the ControlLogix processor, the ladder
logic should use the Tag Index value to determine which array index to use for placing
the data into the controller tag database. These blocks are passed to the module from
the server when the associated data changes in the server.
The last member of the controller tag data structure alters the value in the server and
control the digital output point using a data block 0x1002. These data are passed from
the ladder logic to the module in a write block with the following format:

The ladder logic should be programmed to send this message when a new setpoint
value is required for a specific tag in the server.
