Send to all owners and operators of Piper Models PA-46-310P
and PA-46-350P airplanes (all serial numbers).
Pursuant to the authority of the Federal Aviation Act of 1958,
delegated to me
by
the Administrator, the following priority
letter Airworthiness Directive (AD) No. 91-07-08 Rl, applicable
to Piper Models PA-46-310P and PA-46-350P airplanes, is issued
April 19, 1991 and is effective immediately upon receipt.·
This AD makes a revision to priority letter AD No.
91-07-08 and requires immediate flight limitations for Piper
~odels PA-46-310P and PA-46-350P airplanes.
The FAA issued priority letter AD 91-07-08 on March 21, 1991.
This action was in response to several in-flight breakup
accidents that involved Piper Models PA-46-310P and PA-46-JSOP
•Malibu" airplanes.
These accidents may have occurred during
operations under instrument flight rules or conditions.

FAA
determined that because of the nature of these accidents,
rulemaking in this area ~ould not wait until the
investigation
program is complete.
The action required immediate operational
limitations on the affected airplanes.

"Flight
in
instrument flight rule (IFR) meteorological conditions
is prohibited", to nFlight into known or forecasted ice,
thunderstorms, moderate or severe turbulence is prohibited."
The
FAA has determined that this change maintains the same level of
aircraft safety and allows for improved usage and operation of
the airplane fleet.
This revision to priority letter AD
91-07-08 incorporates this change.
The actions specified in this
AD are intended to minimize the exposure of these airplanes to
operating conditions that may have contributed to the above
accidents.
PIPER:
Applies to Models PA-46-310P and PA-46-JSOP "Malibu

airplanes (all
serial
numbers),
certificated in any category.
Compliance:
Prior to further flight after receipt of
this
AD,
unless already accomplished:
Tc prevent in-flight structural failures, accomplish the
following:
