Is the battery pack attached property?
Is the battery pack fully charged?
Are the electrodes of the battery pack clean?
The battery pack is nearly empty. Charge it.
Is the phone number correct? (Are you sure you dialed the area
code?)

Are you in a place out of the service area or with poor reception of
radio waves?
Have you fully extended the antenna?
Is [Outgo. block] turned [ON]?

The battery is nearly empty. Charge it.
