For ventilation purposes, blank panels are always inserted in slot 6 and underneath
the lowest TPM number. For example, if there are two TPMs inserted in slots 9 and
10, blank panels are inserted in slots 6 and 8 and air baffles are inserted in slots 5 and
7.
