An emergency subscriber is the logical representation of a PSAP/OSN pair. When
a user dials an emergency number (for example, 911), the call is mapped (using
telephony routing rules) to the correct emergency subscriber for that subdomain.
The routing rules for that emergency subscriber (created in the Personal Agent)
then instruct the Session Manager to both route the call to the correct PSAP and to
send an Instant Message notification to the correct OSN subscriber. Therefore, a
one-to-one relationship exists between a subdomain and the PSAP/OSN pair.

Configure Instant Message Notifications

To properly configure IM notifications to an OSN subscriber, you must divide the
domain into geographical areas. A subdomain must then be created for each of
these areas. If only one geographical area exists, no subdomains need to be
created.
When a subscriber places an emergency call, the OSN subscriber assigned to the
same subdomain (area) as the originator is notified. You must decide how large or
small to make the subdomain (area).
To configure Instant Message (IM) notifications, the information in the following
table must be provisioned using both the Provisioning Client and the Personal
Agent.
