The maximum allowed number of calls becomes MAX CALLS-HANDOVER CALLS.

MAX CHANNEL UTILIZATION (%): Maximum allowed usage of channels (range: 5-85)

HANDOVER CHANNEL UTILIZATION (%): Usage of marginal channels with
consideration for handover (range: 0-25)
