Add a filter.

[tracing = <{disabled|enabled}>]
[mark = <{disabled|enabled}>]
The name of the filter.
The filter location.
The filter level (lower level is processed first = priority)
Enable/disabled tracing of packets
Enable/disabled marking of packets
