Default & Reset States
At initial power-on and following the *RST command, the Keysight E1458A
Digital I/O Module is set to the following states:

CTL line
I/O line
Data, FLG, and CTL line Polarity
Handshake mode
Following power-on or *RST, the digital I/O module is set to the
input mode (I/O = TRUE). If no peripheral is driving the data lines,
they will float to a TTL High state.
Using the Keysight E1458A Digital I/O Module
0 = TTL Low
TRUE = input = TTL Low
