Full — The link is set to full duplex mode.
Half — The link is set to half duplex mode.
The link up dampening time in seconds. The port link dampening timer
value which reduces the number of link transitions reported to upper
layer protocols.
The link down dampening time in seconds. The down timer controls
the dampening timer for link down transitions.
