Program change while the recording function is stopped

When changing a program by performing the online program change or file batch online change while the recording function
is stopped, also write the recording setting.
When not writing the recording setting (program change only), project information does not match that in the recording setting
the next time the recording function is started, resulting in a recording setting error.
In addition, changed devices and labels are not automatically set as sampling targets. To include them in the sampling target,

add or change them in the recording setting then write them.
