Process alarm

When tags are registered, process alarm generation/recovery processing will be executed.
The processing items are shown below.

IOE (DI/DO module error) alarm
Note 1: Generation/recovery of CLI (control inactive) of the controller must be
executed by the user's program.
Note 2: When alarm suppression is executed by program, alarms other than the
following items will be reset.
Indicator:
PDE alarm
Controller: MVE alarm
CLI alarm (suppression processing must be executed by the
user's program)
Pushbutton: IOE alarm
