This command retrieves the alarm log. The command format is:

Single type of alarm condition being reported on this particular line, i.e.,
LOS, FAIL, TBD for each alarm
Alarm is service affecting (SA) or non-service affecting (NSA)
Occurrence date in MOY-DOM format, where MOY=1 to 12 and DOM=1
to 31
Occurrence Time of Day in HOD-MOH-SOM format, where HOD=0 to 23,
MOH=0 to 59, SOM=0 to 59
Text string of no more than 64 characters enclosed within a pair of
escape quotes (\)
TL1 identifier up to 16 characters in length
