T1: When the Start key is pressed, the bias turns on after 0.13 second.
The bias voltage is constant (at the non-image area level) regardless of manual
ID level.
Then the sensor pattern bias is applied. 1.21 seconds after the development bias
starts its output, the bias for the copy image is applied.
T2: If the toner density is too low, the toner supply clutch turns on 0.55 second after
the scanner motor reverses. The time is 0.98 second at the 30% supply rate.
This operation continues until the next toner density check.
