Cause
The throttle position sensor wiring and/or
connections for either TPS1 or TPS2 open or
shorted OR there is a poor system ground
connection OR one or both throttle position
sensors are faulty.
The throttle position sensor wiring and/or
connections for either TPS1 or TPS2 open or
shorted OR there is a poor system ground
connection OR one or both throttle position
sensors are faulty.
Governor actuator is stuck closed OR wiring
and/or connections open or shorted OR
governor actuator is faulty.

Engine harness wiring and/or connections
open or shorted OR there is a poor system
ground connection OR ECM is faulty.

Be sure engine harness wiring and
connections are in place and secure OR
repair wiring and/or connections to one
or both TPS sensors OR replace one or
both TPS sensors.
