Configures the threshold value of one way delay (in
milliseconds) that causes phone to send a critical alert
quality report to the central report collector.
For example, If it is set to 500, when the value of one
way delay computed by the phone is greater than or
equal to 500, the phone will send a critical alert quality
report to the central report collector; when the value
of one way delay computed by the phone is less than
500, the phone will not send a critical alert quality
report to the central report collector.
If it is set to blank, critical alerts are not generated due
to one way delay. One-way delay includes both
network delay and end system delay.
