bits 0-2 - run alarm disable status as a 3-bit integer

3 = RunTimeAlarmDisable Full (No gas events)
4 = RunTimePointDisable
5 = Point disabled by configuration
bits 3-4 - for HA use only
bit 5 -- maintenance fault exists
bit 6 -- monitor fault exists
