Description This function specifies the write precompensation delay value of the channel IC.
Agilent E5022/E5023 allows you to specify two bits before target bit. The pattern
for precompensation is "10x", "01x" and "11x" (x is the target bit) and specify the
delay time for each pattern. The precompensation is activated by the
"hpe5022_BER_channelIcPrecompState" function.
