Windows portal server cannot connect to the database

If an error message displays indicating the connection failed for security reasons,
the end user is logged in to the server with a userid with administrator authority,
but is logged into the local domain instead of locally on the system. The user does
not have authority to create a data source and register with Windows, or the
authority to create a Windows user account.
Procedure
