The Basic model QCPU does not support the file usability setting.

In the program that does not use the file register, device initial value or device
comment file, the overhead time of the program can be shortened by selecting "Not
used" in the file usability setting.
When any of the file register, device initial value
and device comment files is not used in the
program, set the corresponding file to "Not use".
