other cause in the resource unavailable class applies.
Throughput or transit delay cannot be supported and
that the Quality of Service (as defined in
Recommendation X.213) cannot be provided.

completed the necessary administrative arrangements
with its supporting networks.
The user is trying to make unauthorized use of
equipment providing a bearer capability.
The user has requested a bearer capability, which is
implemented by the equipment generating the cause,
