Replace a power interface module (PIM) to restore back-up power to a shelf
cage.

Each PIM has terminations for the SCB (HSCX bus) and clock
distribution such that disconnecting a PIM can affect the software
system. Terminations are spread across the PIMs to ensure that removing
one will not affect the redundant pairs. Replace the PIM during a period
of lowest traffic to minimize the impact on clock distribution.
