An interleaved frame is generated by applying convolutional interleaving
(with depth I = 12) to the error-corrected packets.
Figure A-19 shows the interleaved frame structure.

inverted or non-inverted MPEG-2 sync bytes, preserving the periodicity of 204 bytes.
