Manual VID Support for CPU

The COM Express* module supports manual VID operation for the processor and
graphics core VRs. Headers J5C2 (VCC_VID override) and J5D1 (OVR_ALL_VID_N) are
provided to incorporate "VCC VID override", and J5D2 (VNN_VID override) and J5D1
(OVR_ALL_VID_N) are provided to incorporate "VNN VID override". See
override allows for overriding the VID outputs to the VCC_S and VNN_S VR. The intent
of the "VID override" circuit is to enable debugging and testing. See
VID code table.
