The LEC with LANE version 1.0 will receive some LE control frames with
TLVs from Version 2.0.
If network nodes are moved, the LEC that used to represent the node
may generate a no-source request. The new LEC that represents the node
may generate a targetless ARP request.
This is a protocol used by the LEC to verify the address of the BUS.
