Carriers are placed to have a specified base station RF bandwidth in the carrier
config preset process. Since carriers are placed to meet the raster conditions,
the base station RF bandwidth might be smaller than the specified one.
Spectrum Emission Mask measurement is done based on base station RF
bandwidth.
Base Station in non-contiguous operation has sub-blocks defined in 3GPP TS
37.141 as shown in the figure below:
