Configuring dynamic BGP peers

This feature enables BGP to establish dynamic BGP peer relationships with devices in a network.
BGP accepts connection requests from the network but it does not initiate connection requests to the
network.
After a device in the network initiates a connection request, BGP establishes a dynamic peer
relationship with the device.
