The value is the number of error lines divided by the number
of total lines, expressed as a percentage.
When the other end sending data is controlled by a computer,
there may be a delay in receiving page data after the local
machine accepts set-up data and sends CFR. If this occurs,
set this bit to 1 to give the sending machine more time to start
sending page data.
