Create data files.

User's Menu and Manager's Menu
For more efficient data collection and simpler operation, Easy Pack 4.2 provides two
menus--user's menu and manager's menu. All of the applications available in Easy
Pack 4.2 start from either the user's menu or manager's menu.
The user's menu, which is intended for users or operators who collect data in practice,
has the four modes listed below.

2 Select File mode
3 Transmit File mode
4 Delete Data mode
