Background) It has been confirmed that all services are available when a SIM
card with no restriction is used.
Confirmed with the DP whether there is any service restriction, and that the
contract is as concluded with the DP. Data communication is allowed only
for Standard IP Data, and e-mail communication is allowed only for AMOS
mails.

As for the business commissioned within China, although phone calls and FAX
communication are available, data communication is not available.
Action taken) Request the DP to register you under the APN
"BGAN-CHI.INMARSAT.COM", and then after that, changed the APN to
BGAN-CHI.INMARSAT.COM.

1. Chinese forced routing
Once the FB terminal enters the territorial waters of China (12 n-miles), all of
the data sessions newly established within that territory will automatically
change to be made via the Chinese access points. This switching will be
implemented upon the Inmarsat system.
2. When a new data session had been established outside the territorial waters
of China, and then that session is brought into within the 12 n-miles borderline
into the territorial waters of China while still communication is established, the
AP will not change while that session is continued.
That session will not be disconnected, either.
3. In order to establish a data connection via the Chinese access point, that SIM
card would need to have a Chinese APN (Access Point Name) set up in
advance by the DP. Unless this setting is made, you will not be able to
establish a data session.
4. There is no need to change the setting or to operate the terminal depending
onto the user. It would be best if you use the terminal with the default APN
setting. This Chinese forced routing will be implemented transparently in
normal cases, and therefore there will be no impact upon your usage.
Reference) As for processing Chinese forced routing for Stratos
Switching APN will be implemented automatically by Inmarsat.
In that case, setting the Chinese APN would have to be implemented by the
DP, whereas the setting for Stratos is already made in all SIM cards.
Therefore, no setting change will be required for Stratos SIM cards. The
APN for Stratos is; "stratosfr-chi.bgan.inmarsat.com (China)".
It is not unclear how other DPs than Stratos are corresponding to this system,
and it seems that the Chinese APN setting details are different according to
the DP.
This VAS (Value Added Service) provided by Stratos is a paid value added
service for providing the Chinese APN.
