000b = No timer is specified. The value in RR_TOV
ignored and the drive default value of 2000msec is used.

All other values are reserved.

Not implemented, set to 0.
The time in milliseconds that the drive retries connection requests to
the initiator port that are rejected with responses indicating the
initiator port may no longer be present. The default is 2000.
0FFFFh – retry forever
0001h-0FFFEh – time in milliseconds
0000h – The default value of 2000 will be used.
